1º Fórum Lusófono da Governação da Internet
Nós, participantes do 1º Fórum Lusófono da Governação da Internet, reunidos remotamente e presencialmente em São Paulo, Brasil, de 18 a 19 de setembro de 2023, oriundos de países e comunidades falantes de português, tendo dialogado e debatido sobre as múltiplas interações da língua portuguesa nos desenvolvimentos, usos e governação da Internet.

Reconhecemos a diversidade linguística e cultural presente em nossos países de língua portuguesa e reconhecemos a unidade em nosso falar português que se expressa diversa e localmente em nossas nações, nos diferentes continentes do planeta.

Assim entendemos que ao reunirmos participantes de diversos países lusófonos para debater em nosso idioma temas globais e locais sobre o uso e a governação da Internet é também reconhecimento do multilinguismo que deve ser incluído e ampliado na Internet e em suas organizações de governação e desenvolvimento.

Reafirmamos, nesse sentido, o constante nas declarações da Cimeira Mundial sobre a Sociedade da Informação – CMSI, de Genebra, 12 de dezembro de 2003: “A diversidade cultural e linguística, ao mesmo tempo em que estimula o respeito pela identidade cultural, pelas tradições e religiões, é essencial para o desenvolvimento da Sociedade de Informação baseada no diálogo entre culturas e na cooperação regional e internacional. É um fator importante para o desenvolvimento sustentável”.

Reafirmamos o compromisso expresso na Agenda de Túnis da Cimeira Mundial da Sociedade da Informação – CMSI, de 18 de dezembro de 2005: “Comprometemo-nos a trabalhar seriamente para a diversidade linguística da Internet, como parte de um processo multilateral, transparente e democrático, envolvendo os governos e todos os grupos de interesse, em seus respectivos papéis” (Capítulo C – Governança da Internet, Parágrafo 53).

Igualmente reafirmamos o princípio da Declaração NETmundial, de 2014, de que “a governança da Internet deve respeitar, proteger e promover a diversidade cultural e linguística em todas as suas formas”.

Em nosso caso de países lusófonos, para além do multilinguismo, reafirmamos o caráter pluricêntrico da língua portuguesa e sua importância como veículo multicultural e multiétnico na promoção da paz e do diálogo em todos os continentes, um contributo multidimensional que se pode ofertar ao mundo.

Concordamos também que o debate colaborativo sobre nossas experiências e iniciativas no campo da governação e usos da Internet pode inspirar, aprimorar e mesmo apoiar as necessidades dos desenvolvimentos locais em nossos países lusófonos.

Para esse fim, comprometemo-nos a dialogar e engajar em nossos países com os setores envolvidos e interessados nos debates sobre os usos e desenvolvimentos da Internet e sua governança: setores do Estado e formuladores de políticas públicas sobre a Internet, setores empresariais e de inovação na Internet, setores técnicos que suportam e mantém a Internet em nossos locais, setores das organizações de defesa e ampliação de direitos sociais, setores acadêmicos e de pesquisadores sobre Internet nas diversas áreas de conhecimento, em especial os linguísticos, setores de produtores de conteúdos locais difundidos na Internet e pela Internet, ampliando nossa multiplicidade.

Defendemos e instamos que nossos espaços locais de governação da Internet, bem como nossos encontros e fóruns de debates, aprofundem o multissetorialismo como natureza própria dos processos de construção de consensos e diretrizes às exigências de regramentos democráticos plurais, propiciando aos diversos setores acompanharem, opinarem, partilharem particularidades e construírem entendimentos comuns, preservando e estimulando o caráter de criação coletiva da Internet.

Também enfatizamos nosso comprometimento para que nossos espaços locais e coletivos de governação da Internet promovam e ampliem a inclusão de diversidade de gênero, raça e cor, étnica, geracional, social, cultural, linguística.

Na condição de Fórum Sub-Regional do IGF Global e considerando que o português é língua oficial em países de quatro continentes, sendo o sexto idioma mais falado no mundo (L1), declaramos nosso apoio em promover a língua portuguesa como língua oficial de trabalho na ONU, juntando-se aos idiomas inglês, espanhol, francês, russo, árabe e mandarim.

Convidamos a CPLP – Comunidade dos Países de Língua Portuguesa e também o IILP – Instituto Internacional da Língua Portuguesa a integrar esforços de inserção da língua portuguesa no ambiente digital e tecnológico, em especial no momento atual, para apoiar a formulação de diretrizes estratégicas nos desenvolvimentos de Inteligência Artificial e em grandes modelos de linguagem (MLLs) que atendam as necessidades da língua portuguesa.

Afirmando o interesse na continuidade de realização de encontro anual com a comunidade lusófona global para promover de forma aberta, democrática, plural e colaborativa diálogos, reflexões e estudos sobre os desenvolvimentos, os usos e a governação da Internet, declaramos nossa firme defesa de uma Internet transparente, resiliente e segura, que promova os direitos humanos, a liberdade de expressão, a liberdade religiosa, a liberdade de criação, que seja sempre zelosa com a privacidade e proteção aos dados pessoais, que promova a inserção de jovens e mulheres, os direitos de crianças e adolescentes, a inclusão social; e que combata os discursos de ódio, o racismo e todos os preconceitos de gênero e de expressões LGBTQIA+.

E por fim, aplaudimos a equipe de organização pela brilhante produção desse 1º Fórum Lusófono, e a convidamos para também apoiar a organização do 2º Fórum em Cabo Verde, propondo e criando um secretariado com representação multissetorial, equânime e em conjunto aos países lusófonos para oportunamente debaterem, apresentarem programação da próxima edição e proporem diretrizes a serem aprovadas para as futuras edições anuais do Fórum Lusófono de Governação da Internet.

LETTER FROM SÃO PAULO

1st Lusophone Internet Governance Forum
We, the participants of the 1st Lusophone Internet Governance Forum, gathered both remotely and in person in São Paulo, Brazil, from September 18 to 19, 2023, representing Portuguese-speaking countries and communities, have engaged in dialogues and debates about the multiple interactions of the Portuguese language regarding the development, utilization, and governance of the Internet.
We acknowledge the linguistic and cultural diversity within our Portuguese-speaking countries and the unity inherent in our Portuguese language, which is expressed in different ways and locally in our nations, on the different continents of the planet.
Thus, we recognize that convening participants from diverse Portuguese-speaking countries to deliberate on global and local issues related to Internet use and governance in our shared language is also a recognition of multilingualism, that must be incorporated and expanded on the Internet and within its governance and development organizations.
In this context, we reaffirm the declarations made during the World Summit on the Information Society (WSIS) in Geneva on December 12, 2003: “Cultural and linguistic diversity, while stimulating respect for cultural identity, traditions and religions, is essential to the development of an Information Society based on the dialogue among cultures and regional and international cooperation. It is an important factor for sustainable development.”.
We reaffirm the commitment expressed in the Tunis Agenda of the World Summit on the Information Society (WSIS), dated December 18, 2005: “We commit to working earnestly towards multilingualization of the Internet, as part of a multilateral, transparent and democratic process, involving governments and all stakeholders, in their respective roles.” (Chapter C – Internet Governance, Paragraph 53).
Furthermore, we are committed to the principles outlined in the NETmundial Declaration (2014), which state that “Internet governance must respect, protect and promote cultural and linguistic diversity in all its forms.”.
As Portuguese-speaking countries, we not only endorse multilingualism but also underscore the pluricentric nature of the Portuguese language and its significance as a multicultural and multiethnic vehicle for fostering peace and facilitating dialogue across all continents, a multidimensional contribution that can be offered to the world.
We also agree that collaborative debate on our experiences and initiatives in the field of Internet governance and utilization can inspire, enhance, and even support the requirements of local development in our Lusophone nations.
In pursuit of this objective, we commit to engage and dialogue, within our countries, with all sectors interested in the debate on the uses and developments of the Internet and its governance: State actors and policymakers responsible for Internet-related matters, private and innovation sectors within the Internet, technical sectors that support and maintain the Internet in our locations, organizations dedicated to defending and expanding social rights, academic institutions and researchers spanning various fields of knowledge, especially linguists, as well as local content producers disseminating their work on and through the Internet, broadening our multiplicity.
We advocate and encourage our local Internet governance spaces, as well as our meetings and debate forums, to embrace a multistakeholder approach as the very nature of consensus-building processes and the guiding principles that uphold the requirements of plural democratic rules, by enabling the various sectors to accompany, voice their opinions, share particularities and build common understandings, preserving and stimulating the collective creation character of the Internet.
We also emphasize our commitment to ensuring that our local and collective Internet governance spaces promote and expand the inclusion of individuals from diverse backgrounds, including gender, race and color, ethnic, generational, social, cultural and linguistic diversity.
As a Sub-Regional Forum of the Global IGF, considering that Portuguese is an official language in countries across four continents and is the sixth most widely spoken language globally (L1), we affirm our support for advocating Portuguese to be recognized as an official working language at the United Nations, alongside with English, Spanish, French, Russian, Arabic and Mandarin.
We invite the Community of Portuguese-Speaking Countries (CPLP) and the International Institute of the Portuguese Language (IILP) to join efforts to include the Portuguese language in the digital and technological environment, especially now, to support the formulation of strategic guidelines for the development of Artificial Intelligence and large language models (LLMs) that meet the requirements of the Portuguese language.
While affirming our commitment in the continued organization of an annual meeting with the global Portuguese-speaking community, fostering open, democratic, pluralistic and collaborative dialogue, reflection and research on the development, use and governance of the Internet, we strongly advocate for a transparent, resilient and secure Internet, which promotes human rights, freedom of expression, freedom of religion, freedom of creative expression, which is always vigilant with privacy and the safeguarding of personal data, while promoting the inclusion of young individuals and women, the protection of the rights of children and adolescents , social inclusion; and combating hate speech, racism and all forms of gender and LGBTQIA+ prejudice.
In closing, we congratulate the organizing team for the brilliant production of this 1st Lusophone Forum and invite them to support the organization of the 2nd Forum in Cape Verde, proposing and creating a secretariat with multistakeholder representation and equitable collaboration with Lusophone countries to timely debate and submit a program for the next edition, and propose guidelines to be approved for future annual editions of the Lusophone Internet Governance Forum.

Nosotros, los participantes del 1er Foro Lusófono de la Gobernanza de Internet, nos reunimos de forma remota y presencial en São Paulo, Brasil, desde el 18 al 19 de septiembre de 2023. Somos de países y comunidades de habla portuguesa y hemos dialogado y debatido sobre las múltiples interacciones de la lengua portuguesa en los desarrollos, usos y gobernanza de Internet.

Reconocemos la diversidad lingüística y cultural presente en nuestros países de habla portuguesa y reconocemos la unidad de nuestra lengua que se expresa diversa y localmente en nuestras naciones, en los diferentes continentes del planeta.

Por lo tanto, entendemos que cuando reunimos a participantes de diferentes países de habla portuguesa para debatir en nuestro idioma cuestiones globales y locales sobre el uso y la gobernanza de Internet, es también un reconocimiento del multilingüismo que debe incluirse y ampliarse en Internet y en sus organizaciones de gobernanza y desarrollo.

Para ello, nos comprometemos a dialogar y relacionarnos en nuestros países con los sectores involucrados e interesados en los debates sobre los usos y desarrollos de Internet y su gobernanza: sectores del Estado y formuladores de políticas públicas en Internet, sectores empresariales y de innovación en Internet, sectores técnicos que sostienen y mantienen Internet en nuestras localidades, en los sectores de las organizaciones defensoras y promotoras de derechos sociales, sectores académicos y de investigadores sobre Internet en diferentes áreas del conocimiento, especialmente la lingüística, sectores de productores de contenidos locales difundidos en Internet y a través de Internet, ampliando nuestra multiplicidad.

Defendemos e instamos a que nuestros espacios locales de gobernanza de Internet, así como nuestros encuentros y foros de debate, profundicen el multisectorialismo como inherente a los procesos de construcción de consensos y lineamientos para las demandas de reglamentos democráticos plurales, permitiendo a los diferentes sectores monitorear, dar sus opiniones, compartir particularidades y construir entendimientos comunes, preservando y estimulando el carácter de creación colectiva de Internet.

También enfatizamos nuestro compromiso para que nuestros espacios locales y colectivos de gobernanza de Internet promuevan y amplíen la inclusión de la diversidad de género, racial y de color, étnica, generacional, social, cultural y lingüística.

Como Foro Subregional del IGF Global y considerando que el portugués es un idioma oficial en países de cuatro continentes, siendo el sexto idioma más hablado en el mundo (L1), declaramos nuestro apoyo a la promoción del idioma portugués como idioma de trabajo oficial en ONU, uniéndose a los idiomas inglés, español, francés, ruso, árabe y mandarín.

Invitamos a la Comunidad de Países de Lengua Portuguesa (CPLP) y también al Instituto Internacional de Lengua Portuguesa (IILP) a integrar esfuerzos para insertar el idioma portugués en el entorno digital y tecnológico, especialmente en el momento actual, para apoyar la formulación de directrices estratégicas en los desarrollos de Inteligencia Artificial y grandes modelos lingüísticos (LLM) que satisfacen las necesidades de la lengua portuguesa.

Afirmando nuestro interés de continuar realizando un encuentro anual con la comunidad mundial de habla portuguesa para promover diálogos, reflexiones y estudios abiertos, democráticos, plurales y colaborativos sobre los desarrollos, usos y gobernanza de Internet, declaramos nuestra firme defensa de una Internet transparente, resiliente y segura, que promueva los derechos humanos, la libertad de expresión, la libertad religiosa, la libertad de creación, que sea siempre cuidadosa con la privacidad y protección de los datos personales, que promueva la inclusión de jóvenes y mujeres, los derechos de niños y adolescentes, la inclusión social y que combata el discurso de odio, el racismo y todos los prejuicios basados en el género y las expresiones LGBTQIA+.

Y finalmente, aplaudimos al equipo organizador por la brillante producción de este 1er Foro Lusófono, y los invitamos a apoyar también la organización del 2º Foro en Cabo Verde, proponiendo y creando una secretaría con representación multisectorial, equitativa y en conjunto con los países lusófonos para debatir oportunamente, presentar el programa para la próxima edición y proponer directrices a ser aprobadas para futuras ediciones anuales del Foro Lusófono de la Gobernanza de Internet.
